Policy Making in Complex Environments

This core course examines how organizational and governance factors shape public policy formulation and implementation. Students analyze how mission, structure, resources, personnel, and organizational culture influence decision-making, performance, and change processes. The course also explores how multilevel governance systems—local, national, and international—affect policymaking through institutional design, coordination, and context-specific constraints.

Through comparative analysis and applied exercises, students develop strategies for adapting policy approaches to complex organizational and governance environments. By the end, students demonstrate the ability to evaluate institutional effects on policy outcomes and to design responsive, context-sensitive policy interventions.
