This course examines the critical role of government in fostering technological advancement. Through a historical and contemporary lens, students will explore how the U.S. government has incentivized innovation across sectors such as defense, energy, information technology, and biotechnology—drawing on examples from the National Science Foundation (NSF), the Defense Advanced Research Projects Agency (DARPA), and others.
The course analyzes mechanisms of public investment, research funding, and technology transfer that have driven breakthroughs from early aerospace development to modern artificial intelligence and quantum technologies. Comparative case studies of China, Russia, and the European Union will highlight differing policy approaches, institutional structures, and outcomes in promoting innovation. By integrating policy analysis with real-world examples, students will gain a nuanced understanding of how government action shapes technological progress and economic competitiveness.
